Duterte will be flying home from Russia. At 10 PM today, May 23, 2017, President Rodrigo Duterte had already declared Martial Law in the whole Mindanao, as clashes between the terrorist groups and the government troops are still ongoing. The Maute group of the Philippine ISIS block spewed rage, violence and fires in Marawi City. The said announcement was released by presidential spokesman Ernesto Abella.

In a briefing in Moscow, Abella said that the President had already ordered to make the announcement to declare Martial Law. The said declaration will be in effect for a total of two months or sixty days. According to Abella, “What the President has done is only for Mindanao, including Basilan, Sulu, Tawi-tawi.” Because of the clashes and the said declaration of Marial Law, Duterte will be leaving Russia at 10 PM Moscow time so he can return to Manila the soonest. His visit in Russia will be cut short, Foreign Affairs Secretary Alan Peter Cayetano said.

Russian and Moscow counterparts have already spoken with Duterte and they understand the situation fully. Cayetano said: “They understand that the president has to return to the Philippines. I will stay behind to sign agreements. The president feels he is needed in Manila ASAP.”
