In June 2015, Noynoy Aquino signed the creation of the Negros Island region. Negros Occidental was previously a part of Western Visayas while Negros Oriental is part of Central Visayas. The said order was signed to plan institutional and organizational changes that will take place in the process of integrating the two provinces. Aquino noted it will lead to the development of the provinces.

The 1987 Constitution empowers the President to exercise general supervision over local government units, and to create regional development councils.
